About this opportunity
The City of Phoenix Water Services Department is seeking a five-year hydraulic coupling equipment service contract, solicitation number IFB-25-0757, for its Water Distribution Division. The procurement focuses on servicing 32 backhoes with Oil Quick Hydraulic Coupling Systems, enabling staff to connect and disconnect equipment from the driver's cab more efficiently. Contractors must be authorized repair providers of Oil Quick Systems located in the greater Phoenix, Arizona area, with responsibilities including generating job quotes, performing repairs at local and on-site locations, and providing warranty coverage for supplied equipment. The solicitation includes detailed pricing structures for service work with standard and heavy-duty service trucks, covering field service labor rates, overtime rates, travel time, and truck charges. A pre-offer conference is scheduled for May 12, 2025, at 10:00am via Webex, with written inquiries due by May 15, 2025, at 2:00pm. The final offer response deadline is May 22, 2025, at 2:00pm, with the contract expected to commence on or about August 1, 2025. Evaluation criteria will include technical capability, manpower availability, safety record, and complaint history, with the City reserving the right to purchase up to 100 percent of specified quantities.
The solicitation appears to incorporate non-discrimination and civil rights requirements typical of municipal contracts, particularly those related to airport and city operations. While specific set-aside designations are not explicitly detailed in the provided documents, the City of Phoenix typically follows Disadvantaged Business Enterprise (DBE) guidelines and equal employment opportunity regulations. The procurement documents include a Sensitive Security Information Acknowledgement Form, indicating potential restrictions on information handling and contractor qualifications. The contract will cover pricing for 32 units of hydraulic coupling system components, including fully automatic couplers, plate components, frames, sensors, cables, and valves, with associated installation services. Although a specific budget range is not provided, the comprehensive nature of the service contract suggests a significant investment in equipment maintenance and operational efficiency. The contract terms allow for potential termination upon reaching the end of the five-year term or through other specified agreement provisions, providing flexibility for the City of Phoenix's operational needs.
