About this opportunity

The Illinois Department of Corrections is requesting quotes for HVAC and chiller services at Centralia Correctional Center, with bids due July 16, 2026 at 11:00 a.m. The initial contract term runs September 8, 2026 through March 31, 2027 (7 months), with no renewal options specified.

The scope covers repair, maintenance, and emergency services for all heating, ventilating, air conditioning, and chiller systems throughout the 44-building facility, including refrigeration units, ice machines, water coolers, heat pumps, and related equipment across multiple manufacturers (Carrier, Trane, Ruud, and others). The vendor must provide emergency response within four hours of request and routine service within eight hours. Service calls are billed at an hourly labor rate Monday through Friday, 7:30 a.m. to 4:00 p.m., excluding holidays; overtime rates apply outside these hours and on weekends and holidays. Only one service call fee per day is permitted regardless of project count. Replacement parts and materials are sold at vendor cost, with the State retaining the right to request supplier invoices for verification. Subcontracting is prohibited.

Prevailing wage requirements apply; the hourly rate must include prevailing basic wage rates, fringe benefits, all employer expenses (FICA, workers' compensation, liability insurance), trucks, tools, equipment, travel, material pickup and delivery, estimates, callbacks, supervision, administrative costs, overhead, and profit. The vendor must maintain general commercial liability insurance of $1 million per occurrence and auto liability insurance of $1 million per occurrence.

Award will be made to the responsive and responsible vendor submitting the lowest price. Bid prices must remain firm for 120 days from opening. The contract is funded through the General Revenue Fund. A bidder conference and site visit are available but not mandatory. No set-asides apply.
