About this opportunity
The Illinois Secretary of State is requesting bids under Invitation for Bid 27PS779010 for the Archives Building condensing unit replacement and HVAC upgrades at 100 E. Jackson Street, Springfield, with a mandatory pre-submission conference on November 12, 2026 and bids due December 2, 2026. Bidders must be pre-qualified by the Illinois Capital Development Board, hold a current CDB Qualification Certificate, and document a minimum of eight years of experience specializing in commercial HVAC installation. Vendors must also comply with the Illinois Works Jobs Program Act and the Illinois Works Apprenticeship Initiative. Vendors must hold an active Illinois Procurement Gateway registration and submit the applicable vendor disclosure form, and a missing form may render a submission nonresponsive. No set-aside or preference program is named.
The scope covers removing the existing 60-ton York chiller, 30-ton Des Champs condenser, outdoor fresh air unit, and associated refrigerant piping. It also covers installing a new chiller, a dehumidification air handling unit, a heat exchanger, control dampers, steam equipment, and an electrical panelboard with feeder conductors from basement switchgear to roof-mounted equipment. New equipment must integrate with the existing Schneider Ecostructure system via BACnet. The contractor provides all labor, materials, startup, testing, balancing, debris removal, permits, inspections, and legal refrigerant recovery, and it must provide a one-year guarantee on labor and materials from substantial completion. Work must comply with the 2018 International Building Code, 2018 International Mechanical Code, 2021 International Energy Conservation Code, 2018 Illinois Accessibility Code, 2017 National Electrical Code, and OSHA requirements. Work hours are 7:00 AM to 5:00 PM, Monday through Friday. Subcontracting is permitted, but 100% subcontracting is prohibited.
The initial term is two years from execution, with a maximum total term of ten years. Pricing must be a firm, fixed total cost for all labor, materials, equipment, and services, with no expenses beyond the quoted amount. Bids must remain firm for 180 days from opening. A 10% bid bond is due at submission, and a performance bond covering the entire contract amount is due within ten days after execution. Required insurance includes general commercial liability of $1,000,000 per occurrence and $2,000,000 annual aggregate, auto liability of $1,000,000 per occurrence, and workers' compensation as required by law, with the state named as an additional insured. Payment is made upon invoice at contract completion. A $15 Minority Contractor Initiative fee is deducted from the first check issued to an awarded vendor. The contract may be partially or wholly funded with federal funds, with the percentage disclosed at the notice of intent to award.
The Illinois Secretary of State will award to the lowest responsible and responsive bidder, contingent on the price being determined fair and reasonable and within budget. The place of performance is the Archives Building on the Capitol Complex in Sangamon County, Illinois.
