About this opportunity
The Town of Dearing, located in Lowndes County, Georgia, is seeking competitive sealed proposals from qualified contractors to provide professional Debris Monitoring, Disaster Recovery, and Emergency Planning Services through a renewable annual contract valid for up to four years. This pre-event contract is designed to prepare the town for potential natural and man-made disasters, with a focus on comprehensive debris management and recovery operations. The procurement aims to secure a contractor capable of supplementing local resources during emergency scenarios, including debris removal, collection, reduction, monitoring, and disposal processes. Key deliverables include developing tracking forms and databases, certifying contractor vehicles, entering load tickets, preparing project worksheets, and managing field staff during disaster response. The RFP (#24-011) requires contractors to demonstrate expertise in emergency management planning, post-disaster damage assessment, and reconstruction services. Proposals are due by December 6, 2024, at 2:00 PM, with a public opening scheduled for 4:00 PM the same day. The town will evaluate proposals based on the best-evaluated submission, which may not necessarily be the lowest monetary bid.
The RFP does not explicitly specify set-aside designations or restrictions for disadvantaged enterprises. While no minimum contract value is guaranteed, the town intends to establish a pre-selected pool of private contractors who can be rapidly deployed during emergency situations. The contract structure allows for flexible utilization of contractors, with the extent of involvement to be determined by the town's specific incident needs. Contractors will be expected to provide comprehensive insurance coverage and meet specific bonding requirements. The solicitation indicates potential integration with existing local emergency management infrastructure, with an emphasis on supplementing the town's limited staff and resources during catastrophic events. Pricing requirements include detailed hourly rates for various personnel classifications, suggesting a unit-price based compensation model. The contract may include federal requirements if grant funding is involved, indicating potential additional compliance considerations for prospective vendors.
