About this opportunity

Sacramento County, through a Request for Proposal (RFP #2023-RFP-0204), is seeking a comprehensive Human Resources Case Management Software solution for its approximately 12,000 employees across 38 departments. The county requires an "Out of the Box" case management system that can be implemented with minimal customization, supporting various HR-related case types including employee relations, workplace investigations, labor relations, medical leaves, performance management, EEO investigations, disciplinary actions, grievances, and workplace compliance tracking. The software must be specifically applicable to the public sector and compliant with California state and federal laws. Key deliverables include software installation, initial training, system updates, and ongoing support and maintenance through collaboration with the County's Department of Technology. The RFP was released on August 4, 2023, with questions due by August 18, 2023, and proposal submissions required by September 8, 2023, at 3:00 pm. The county anticipates contract award on November 24, 2023, and is seeking a fixed-price contract with highly competitive pricing.

The procurement appears open to all qualified vendors without specific set-aside designations for disadvantaged enterprises. The contract will have an initial 12-month term with options to extend for up to four additional one-year terms, not exceeding a total of five years. Vendors must meet comprehensive insurance requirements, including $2,000,000 in General Liability, $1,000,000 in Automobile Liability, $5,000,000 in Professional Liability and Cyber Liability, and statutory Workers' Compensation coverage. While specific budget ranges are not explicitly stated, the county's estimated payroll of $872 million suggests significant potential for a substantial contract value. The selected vendor will be responsible for providing a solution that can be used by Personnel Services and the Department of Technology, with potential permission required for use by other county entities. Insurers must have a minimum A.M. Best's rating of A-VII, and the county will be added as an additional insured with the contractor's insurance being primary and non-contributory.
