The procurement opportunity was posted on October 27, 2025, with a response deadline of November 3, 2025, and the county reserves the right to extend the contract period and adjust service scope as needed.

The procurement appears to be unrestricted, with no specific set-aside designations for disadvantaged enterprises mentioned in the documentation. The contract will support 300 employees and includes advanced SaaS modules such as HR Administration, Employee Management, Reporting, Recruitment, and Onboarding Pro. The implementation will leverage OrangeHRM as the exclusive vendor, with no alternative providers permitted due to the software's proprietary nature. The total initial investment is $58,449.00, broken down into $50,949.00 for per-employee modules and $7,500.00 for integrations and applications. Additional costs may include optional storage expansion at $40 per month and eSignature capabilities at $2.00 per signature. The system provides 2GB of initial hosting space, with pro-rated fees potential if employee numbers exceed the licensed amount. Contractors challenging the sole source procurement must submit clear and convincing evidence of substantially equivalent service capabilities.
