About this opportunity

The Utah Office of Tourism is pursuing a sole-source procurement for a hotel lodging data provider to collect comprehensive lodging metrics across the state for the 2026 calendar year. The procurement, being executed through the Utah Division of Purchasing, seeks to contract with CoStar Realty Information (STR) as the exclusive vendor due to their unique industry-leading data collection capabilities. The scope requires daily, weekly, and monthly data collection on key hospitality metrics including occupancy rates, revenue per available room, average daily rates, and property/room census counts across Utah's 20 counties and five specific cities, with a particular focus on Downtown Salt Lake City. Deliverables must be provided in CSV or XLS format, with data segmentation by geographic categories and comprehensive republication rights for internal reports, marketing plans, and economic impact analyses. The contract period is set for the entire 2026 calendar year, with a submission deadline of September 15, 2025, and an intended contract start date of January 1, 2026.

The procurement is specifically structured as a sole-source contract without standard competitive bidding, with no explicit set-aside designations or restrictions on organizational types. The state has determined that alternative data providers like Key Data and DestiMetrics cannot meet the specific research requirements of the Utah Office of Tourism. The maximum budget for this one-year contract is $30,000, with an estimated initial contract value of $28,000. The contract will enable data sharing with partners including the University of Utah's Kem C. Gardner Policy Institute and Front Analytics, with some data to be publicly posted on travel.utah.gov. The procurement includes an Anti-Boycott provision requiring vendors to certify they are not engaged in economic boycotts, and the state reserves the right to add supplemental legislative funding if additional resources become available. If no valid challenges are received during the public notice period, the Division of Purchasing may award the contract to STR without competitive bidding.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - there is only one source for the procurement item; or - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
