About this opportunity

The City of Altamonte Springs, located in Seminole County, Florida, has issued a Request for Proposal (RFP-25-024-RS) for Holiday Decor Services, seeking a qualified contractor to provide comprehensive holiday lighting and decoration services for multiple municipal locations including Cranes Roost Park, City Hall, City Clerk Building, Westmonte Park, Eastmonte Civic Center, and the Library. The procurement encompasses a full-service holiday decoration program involving providing, installing, maintaining, cleaning, refurbishing, transporting, storing, and removing outdoor holiday lights and decorations, with the potential for annual modifications based on technological advances and community needs. Proposers must have a minimum of five years of experience in large commercial-grade outdoor lighting services, be registered with appropriate agencies, maintain proper insurance, and comply with E-Verify requirements. The proposal evaluation will be based on several criteria: technical and narrative section (20 points), company profile (5 points), key personnel and project team (10 points), similar projects and references (35 points), and availability of products (30 points). A mandatory site visit was held on February 19, 2025, at 10:30 am at Cranes Roost Park, with proposals due on March 12, 2025, at 11:00 am. A public evaluation meeting was scheduled for March 18, 2025, via WebEx, with final City Commission approval occurring on April 1, 2025.

The solicitation does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. After a comprehensive review process that included six total proposals, Artistic Holiday Designs, LLC was unanimously recommended for contract award by the evaluation committee. The initial contract term is one year, with options to renew for up to four additional one-year terms, potentially creating a five-year total contract period. The contract is valued at $170,000, to be obligated in fiscal year 2025 and expended in fiscal year 2026, with funds confirmed as available in the city's budget. The procurement aims to enhance the visual impact and interactivity of holiday displays, focusing on maintaining high-quality materials, incorporating innovative lighting effects, and integrating sustainable solutions. The city plans to install a significant 50-60 ft holiday tree in a prominent location between the Plaza Tower and overlooking the lake, with the expectation that the awarded vendor will handle most technical aspects of installation, including providing necessary equipment like lifts and managing mounting and power-related challenges.
