About this opportunity
The State of Wyoming Office of State Lands and Investments, Forestry Division is requesting bids for timber stand improvement and pre-commercial thinning services across approximately 31 acres in Carbon County under IFB 0044-N, with bids due September 14, 2026 by 2:00 p.m. Mountain Time and mandatory pre-bid tour on September 2, 2026. Wyoming resident certification is required, and preference will be given in accordance with W.S. 9-2-3204(b)(iv)(G).
The project encompasses 20 acres of pre-commercial thin (PCT) work across Units 1–4 and 11 acres of timber stand improvement (TSI) work in Units 3 and 5, located in Township 12N, Range 84W, Section 16. PCT units contain young lodgepole pine stands at densities of 1,000 to 4,800 trees per acre with average diameters of 2 inches; contractors must achieve 8-by-8-foot spacing by removing principally 1-inch to 7-inch diameter trees while selecting high-quality leave trees based on crown form and dominance. TSI unit contains mature timber at densities of 2,500 to 8,000 trees per acre with average diameters of 8 inches; contractors must cut all live trees taller than 2 feet not marked for retention, utilize or process cut trees measuring 5 inches diameter at breast height and larger, and manage slash through lopping and scattering or machine piling. Additional requirements include cutting standing dead trees, removing aspen within 6 feet of leave trees, and limiting stumps to 6 inches height. Fire safety protocols mandate spark arrestors, on-site fire suppression tools within three minutes of each saw, and operational restrictions based on National Fire Danger Rating System conditions—Very High danger requires fueling in cleared areas; Extreme danger restricts operations to 5:00 p.m.–10:00 a.m. and mandates one-hour post-shutdown monitoring, with operations ceasing during Red Flag Alerts.
Bidding is on a lump sum or per-acre basis with payment upon completion and written acceptance. Contract term runs through November 30, 2028. Access is via Highway 70 from Encampment, Wyoming, approximately 5.5 miles to Forest Service Road 550, then 18 miles to the state section. All bids must be submitted through Public Purchase in PDF, Excel, or Microsoft Office format. Questions are due September 9, 2026 by 2:00 p.m. Mountain Time. RSVP for the pre-bid tour by August 31 to Anna Thompson at anna.thompson@wyo.gov or (307) 631-3799. An addendum issued August 18, 2026 clarified that the pre-bid tour is mandatory.
