About this file
This is a Contractor Responsibilities prospectus document for the Hog Park Timber Stand Improvement project issued by the State of Wyoming. The project encompasses tree-thinning services across approximately 20 acres divided into multiple units. In Pre-Commercial Thin units (Units 1-4), contractors must thin trees using chainsaws to achieve a target spacing of 8 feet by 8 feet, removing principally trees in the 1-inch to 7-inch diameter range while selecting high-quality leave trees based on specified criteria such as well-formed crowns, uniform branching, and dominance in height growth. In the Timber Stand Improvement unit (Unit 5), contractors must cut all live trees taller than 2 feet that are not marked with paint, utilize or process all cut trees measuring 5 inches diameter at breast height and larger, and manage slash through lopping and scattering or machine piling. Additional contractor responsibilities include cutting standing dead trees, removing aspen trees within 6 feet of leave trees, cutting stumps no higher than 6 inches, lopping and scattering slash to maximum heights of 18 inches, minimizing damage to leave trees, and obtaining permission from the State Forester before establishing camps on State land.
The prospectus establishes comprehensive fire safety and operational requirements for contractors working on State trust lands. Contractors must equip equipment with spark arrestors, maintain fire suppression tools including shovels and fire extinguishers within three minutes of each saw, and adhere to operational restrictions based on the National Fire Danger Rating System. Under Very High fire danger conditions, contractors must fuel equipment in cleared areas and maintain larger fire extinguishers at fueling sites. Under Extreme fire danger conditions, contractors are restricted to operating between 5:00 PM and 10:00 AM, must remain on-site for one hour after work shutdown to monitor for smoke and fires, and operations cease entirely during Red Flag Alerts. The State Forester or District Forester may impose additional site-specific restrictions, and all camps must maintain cleanliness with no trash burning permitted. Questions regarding this solicitation must be submitted through the Public Purchase online bidding system no later than 2:00 PM Mountain Time on September 9, 2026, with all bid responses due by the same deadline in PDF, Excel, or Microsoft Office format.

B. Trees indicative of good quality in the one-inch (1”) to seven inches (7”) Diameter at
Breast Height (DBH) class are those having well-formed, pointed crowns, uniform branching, dark green needles, no defects; they shall show dominance in height growth in relation to the average and have more than one-half (½) of the total height in live crown.
These trees shall be selected as leave trees.
C. Trees indicative of poor quality in the one-inch (1”) to seven inches (6.9”) DBH class are those having one (1) or more of the following characteristics. These trees shall be selected for cutting.

(ii) Trees having animal or mechanical scars.
(iii) Forks or evidence of excessively wide spreading crowns and heavy limbs.

(vi) Trees containing sweep.
(vii) Trees showing mistletoe.
(viii) Any broken topped trees.
2. In the Timber Stand Improvement unit, Unit 5, the Contractor shall cut all live trees taller than 2 feet not marked with paint. In accordance with the following criteria:
A. Contractor shall utilize or process and deck at landing areas all live cut trees, as well as standing dead and down dead trees five inches (5”) DBH and larger. Remaining slash may either be lopped and scattered or machine piled or a combination of both.
B. Machine piles shall be free of dirt and compact to facilitate burning. Piles shall be a minimum of twenty-five feet (25’) away from residual trees. Piles shall be no larger than twelve feet (12’) long, twelve feet (12’) tall, and ten feet (10’) in height.

Agency shall allow Contractor, as a licensee of the Board of Land Commissioners, to continue to operate on trust lands where, in the opinion of the District Forester, the operation can continue in a manner that does not constitute an unusual fire threat. If local and site-specific conditions warrant, additional restrictions shall be placed on the operator.
