About this opportunity
The Texas Health and Human Services Commission (HHSC), on behalf of the Department of State Health Services (DSHS), is seeking a qualified vendor to assist in developing a statewide iteration of an existing National Human Immunodeficiency Virus (HIV) Prevention Social Marketing and Community Engagement Campaign. The campaign must be designed to reach populations in Texas that have increased risk for HIV, with a focus on reducing the number of Texans living with undiagnosed infections, increasing access to HIV pre-exposure prophylaxis and treatment services, and promoting HIV testing, prophylaxis, and treatment. The initial contract term is two years, with HHSC or DSHS having the option to extend the contract for up to three additional one-year terms. Key dates include an optional pre-proposal conference on August 1, 2023, a deadline for submitting questions on August 2, 2023, and a deadline for submitting proposals on September 25, 2023. The anticipated contract start date is September 1, 2024.
The RFP does not mention any set-aside designations or restrictions on the types of organizations that can respond. The current incumbent contractor, Kaiser Family Foundation, is in good standing. The total compensation under the contract shall not exceed $1,600,000.00 for the five-year contract period, though HHSC or DSHS reserves the right to increase this amount if additional state or federal funding becomes available. Respondents must provide detailed pricing information and submit a HUB Subcontracting Plan as part of their proposal.

Executive SummaryThe Health and Human Services Commission (HHSC), for and on behalf of the Department of State Health Services (DSHS), is seeking a qualified vendor to assist in developing a statewide iteration of an existing National Human Immunodeficiency Virus (HIV) Prevention Social Marketing and Community Engagement Campaign. The campaign must be designed to reach populations in Texas that have increased risk for HIV in accordance with specifications contained in this Request for Proposals (RFP).Scope of WorkThe mission of the DSHS HIV/STD Section is to identify, report and control HIV, acquired immunodeficiency syndrome (AIDS), and sexually transmitted diseases (STDs) in Texas.DSHS emphasizes activities that prevent HIV acquisition, increase early diagnosis, and promote participation in treatment. A key activity is to raise awareness of HIV in those persons and communities most vulnerable to the virus. Communities are based on DSHS data to determine geographic and demographic communities at risk within the state. DSHS HIV prevention programs and initiatives work to reduce the number of Texans living with undiagnosed infections and make it easier for Texans to get HIV pre-exposure prophylaxis, a daily pill that prevents HIV. In addition, DSHS funded programs, around the state, provide HIV treatment and care services to increase access to life-extending medication and fill gaps in critical medical and support services. Providing and promoting prompt access to HIV testing, prophylaxis, and treatment services are all critical components of reducing the burden of this disease in Texas.Contract TermThe initial term of any Contract resulting from this Solicitation will be two years.
