About this opportunity
The Florida Department of Health (DOH) is requesting proposals for the design, development, and implementation of a statewide HIV prevention minority media campaign. The campaign should prioritize HIV prevention messaging but also include content across syndemics, addressing prevention of hepatitis, sexually transmitted diseases, and other conditions affecting populations at risk of contracting HIV. The DOH is seeking a single vendor with a minimum of 5 years of experience in HIV-related work to undertake this project. The contract will be awarded based on technical and cost factors, with approximately $5 million per year available, subject to funding availability. Proposals are due on August 23, 2023, and the DOH plans to make a single award with a 3-year contract term and potential renewals.
The RFP is open to vendors from the United States only, and the DOH does not allow the use of subcontractors, though partnerships with media vendors are permissible. The previous contractor for this campaign, whose performance was satisfactory to the DOH, is eligible to submit a proposal. The pricing response must be all-inclusive, including the media buy, and the DOH has specified financial consequences for non-compliance in the Scope of Services. Proposals must be submitted directly to the DOH and cannot be sent via email.
