About this file

This document is an Addendum to Request for Proposal (RFP) DOH22-049 for a HIV Prevention Minority Media Campaign, issued by the Florida Department of Health. The Department is seeking proposals for the design, development, and implementation of a statewide media campaign focused on HIV prevention, as well as messaging across syndemics such as hepatitis, STDs, and other conditions affecting populations at risk of HIV. The RFP outlines specific requirements, including a mandatory 5-year experience in HIV-related work. The Department will make a single award as a result of this RFP and does not allow the use of subcontractors, but partnerships with media vendors are permissible. The RFP replaces a previous contract, and the Department was satisfied with the performance of the previous agency.

Regarding pricing, the cost response must be all-inclusive, including the media buy. The Department has specified financial consequences for non-compliance in the Scope of Services. The RFP is open to vendors from the United States only, and in-person meetings are required. Proposals must be submitted directly to the Department and cannot be sent via email.

# Question Answer

We met as a team regarding RFP-05916 and we are seeing that

3.3.1.1.6 may be quite a “disqualifier” for many agencies.

Are we reading this correctly that without 5 years of specific HIV experience we’d be disqualified?

Yes, this is a mandatory requirement as specified in section 3.3.1.

Respondents must meet this requirement to be considered for an award under this RFP.

Whether companies from Outside USA can apply for this?

(like,from India or Canada)

No.

Whether we need to come over there for meetings?

Yes. See Section 1.a.1) of Attachment A, Scope of Services, of the RFP. The Department encourages all prospective vendors to read Attachment A, Scope of Services, in its entirety to ensure understanding of all requirements.

Can we perform the tasks (related to RFP) outside USA?

(like, from India or Canada)

See the answer to question #2.

Can we submit the proposals via email?

No. See Section 3.6.5 regarding instructions for submittal of the RFP.

Should the cost response include the media buy or is this separate?

Yes. See Attachment B, Cost Proposal, of the RFP which states prices submitted by the Respondent are all inclusive.

Are there any differences between RFP DOH 22-049 and RFP DOH22-023? If yes, could you identify what sections those changes were made in?

Yes. However, the Department encourages all prospective vendors to read the RFP in its entirety to ensure that all requirements are met when responding to this RFP.

We received the RFP for "HIV Prevention Minority Media Campaign" and I want to check if we can exclusively apply for some services in the RFP scope?

See Section 2.8, Basis of Award, of the RFP.

# Question Answer

Can submitting vendors bid on select portions of this RFP, or are you looking for one vendor to fulfill all aspects of this project?

The Department will make a single award as a result of this RFP. See the answer to question #8.

Are you intending to award the entirety of this project to only one vendor? Or will you consider awarding to several vendors to fulfill all aspects of this project?

See the answer to question #9.

Does this RFP Replace the Contract CODNE originally started 1/1/2017?

Yes.

Was the Department satisfied with the performance of the previous agency? Are they in good standing?

Yes.

Do you anticipate the previous agency responding to this

RFP?

The Department cannot anticipate which entities may respond to this

RFP.

We understand there were financial consequences/penalties for non-compliance in the previous contract - have any details about financial penalties for non-compliance been determined yet for the new contract?

See Section 2, Financial Consequences, of Attachment A, Scope of Services, of the RFP.

In the question response, number 32 to RFP 22-23 subcontractors – The Department of Health clarified that the no subcontractor’s clause, now 4.7 on page 16 related to production vendors and other technical support vendors.

Does this also preclude partnership agreements with third-party media vendors?

Per section 4.7, the Department will not authorize the use of subcontractors. That does not preclude partnerships with media vendors.

Failure to file a protest within the time prescribed in section 120.57(3), Florida Statutes, or failure to post the bond or other security required by law within the time allowed for filing a bond shall constitute a waiver of proceedings under Chapter 120, Florida Statutes.
