About this opportunity

The City of Long Beach is requesting proposals for preservation, restoration, and installation services for the Historic VIP Records Sign, a designated City landmark, with proposals due July 14, 2026 at 11:00 a.m. PST and a mandatory pre-proposal meeting and site walks scheduled for June 2, 2026 at 10:00 a.m. PST.

Local preference of 5 to 10 percentage points is available for qualifying Long Beach businesses maintaining a principal place of business within city limits with a current business license and sellers permit; an additional 5 points apply to businesses operating from brick-and-mortar or non-residential commercial locations.

The scope encompasses design, entitlements, sign refurbishment, and construction services. Construction and installation work must be completed within 84 calendar days of Notice to Proceed. Proposers must provide separate cost proposals for professional design and entitlements services and sign refurbishment and construction services, with construction cost estimates required to be within 10 percent accuracy and no markups permitted on other direct charges including subcontractors. Fee schedules must remain firm throughout the contract term with increases limited to 5 percent indexed to the Consumer Price Index.

The contract award period is two years with an option to renew for one additional one-year period, not to exceed three years total. Proposers must demonstrate minimum three years of experience with governmental entities, maintain active business licenses, and possess appropriate California contractor licenses (Class A, B, and/or C specialty). The project is subject to California prevailing wage requirements, Department of Industrial Relations compliance, certified payroll submission, and apprenticeship employment provisions. Evaluation criteria are organizational capacity and experience (30%), method of approach (40%), communications and reporting (20%), and reasonableness of cost (10%). Written questions are due by June 16, 2026 at 11:00 a.m. PST, with responses posted by June 30, 2026. Proposals must be submitted electronically via LongBeachBuys.com.
