About this opportunity
The South Dakota Department of Public Safety, Office of Highway Safety, is seeking proposals for a Highway Safety Alcohol Messaging Campaign to be implemented across radio and television stations statewide. The primary objective is to place pre-produced alcohol messaging during the federal fiscal year, with the successful vendor required to generate a minimum of four bonus dollars for each earned dollar of advertising time on broadcast stations. Proposals will be evaluated based on the number of participating radio and television stations, the amount of bonus dollars matched to earned placement, the rationale for generating bonus dollars, and the ability to provide performance affidavits satisfactory to federal and state officials. The media placement is scheduled to commence no later than December 1, 2025, and will continue through September 30, 2026, with potential for four additional twelve-month terms extending through October 1, 2030. Interested vendors must submit their proposals by August 1, 2025, and may email inquiries to Rob Weinmeister at Robert.weinmeister@state.sd.us with the subject line "RFP #25RFP15841". The evaluation will consider factors such as specialized expertise, technical competence, resources, past performance, availability, and proposed project management techniques.
The contract, which specifically involves Harding County and the broader South Dakota jurisdiction, has a one-year budget not exceeding $200,000 that will be prorated according to the federal fiscal year during the initial contract term. No specific set-aside designations or restrictions on responding organizations are explicitly mentioned in the provided documentation. The State reserves the right to negotiate with the highest-ranked offeror and may continue negotiations through successive offerors if an initial agreement cannot be reached. Vendors are required to submit comprehensive proposals including an executive summary, technical response, and cost proposal. The State will notify offerors of any modifications to the RFP through the state's e-procurement system, and vendors are cautioned not to rely on any other statements that might alter the specification or terms of the RFP. The anticipated award decision is expected by August 30, 2025, with the potential for multi-year contract extensions providing long-term engagement opportunities for the selected vendor.
