About this opportunity

The Illinois State Police issued Invitation for Bid (IFB) AO 26-493ISP-ADMIN-B-50294 for the procurement of high-visibility vests under a Small Business Set Aside Program. The solicitation, posted December 22, 2025, with a bid due date of January 12, 2026, seeks vests meeting ANSI/ISEA 107-2020 Type P, Class 3 certification standards. The required vests must feature a low-cut front design with breakaway safety construction at shoulders and sides, front zipper closure, badge attachment point, at least two mic tabs, lime mesh with orange contrast binding, silver reflective tape, and "STATE POLICE" lettering in 3-inch black text on the back, along with minimum two equipment-carrying pockets. All orders must be received and delivered within 30 days of order placement to the Illinois State Police Quartermaster at 3740 East Lake Shore Drive, Springfield, Illinois, during normal business hours (8:30 a.m. to 5:00 p.m., Monday through Friday), with damaged shipments replaced at the contractor's sole expense within three business days. The initial contract term is three years with a maximum total term not exceeding ten years including renewals or extensions. Award will be made to the responsive and responsible bidder submitting the lowest overall price meeting all specified criteria. Bidders must submit electronically through BidBuy with required documentation including Vendor Disclosure or IPG Active Registered Vendor Disclosure, an Offer to the State of Illinois, and Business Enterprise Program or Veterans Small Business Program Utilization Plans where applicable; questions must be submitted in writing no later than four days from the bid opening date.

This procurement is restricted to Small Business Set Aside Program vendors only, limiting competition to eligible small business enterprises. Vendors must maintain General Commercial Liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate, Auto Liability of $1,000,000 per occurrence, and Workers' Compensation Insurance as required by law. Subcontractors with annual values exceeding $100,000 are permitted with prior written approval and must comply with the same certifications required of the vendor. All pricing includes shipping and handling charges, with the total contract value estimated and maximum amount to be determined by the State prior to execution; vendors awarded contracts of $1,000 or more will be subject to a $15 fee deducted from the first payment to cover administration of the Minority Contractor Opportunity Initiative. The contract may be partially or totally funded with Federal funds, with the percentage and dollar amount to be disclosed upon notice of award. Bidders must comply with the State's domestic products procurement policy, giving preference to products manufactured in the United States unless specific exceptions apply, and all bids must remain firm for 90 days following opening.
