About this opportunity

The City of Corinth, Texas, through RFP #1189, is soliciting proposals from licensed health insurance providers to furnish fully insured medical, prescription drug (Rx), and dental employee benefits coverage for approximately 189 active and regular part-time employees. The procurement seeks proposals for a five-year contract with flexible rate guarantee options: a five-year rate guarantee, a three-year guarantee with renewal options for years four and five, or a one-year contract with four one-year renewal options, with an effective date of October 1, 2026. Respondents must provide comprehensive coverage including all equipment, materials, supplies, labor, permits, insurance, and licenses necessary to administer the employee benefits programs in accordance with RFP specifications and terms. The City reserves the right to award multiple contracts, potentially selecting different carriers for medical/Rx and dental coverage based on best value determinations. Key evaluation criteria weight cost at 30 percent, financial stability at 20 percent, claims processing capabilities at 20 percent, claims management reports at 10 percent, integrated systems and technology at 10 percent, communication at 5 percent, and references at 5 percent. Questions regarding the solicitation are due by May 7, 2026, and formal proposals must be submitted electronically through the City's Bonfire e-procurement system by June 4, 2026, at 10:00 AM CST. All respondents must provide proof of insurance meeting specified requirements, complete the Texas Form 1295 Certificate of Interested Parties filed electronically with the Texas Ethics Commission, submit conflict of interest questionnaires, vendor litigation disclosures, vendor references from at least three municipalities with 150 or more covered lives, and execute certification forms acknowledging compliance with all solicitation requirements.

The RFP does not contain specific set-aside designations for disadvantaged enterprises, though all respondents must comply with various Texas statutory requirements including attestations regarding non-boycott of Israel under Texas Government Code Chapter 2270, verification that they are not debarred from federal contracts, and confirmation that they are not identified on lists maintained by the Texas Comptroller regarding contracts with foreign terrorist organizations. The current incumbent provider is Blue Cross Blue Shield (BCBS), whose rate history shows increases from October 2023 through October 2025 for both medical and dental plans; the City's existing plans include a PPO medical plan with HSA compatibility, a dental plan providing comprehensive coverage with various copayment and coinsurance levels, and prescription drug benefits through Prime Therapeutics with a tiered formulary structure. The City currently contributes 100 percent of employee premiums for medical/Rx and dental coverage, with 69 percent dependent coverage of the base plan for full-time employees and 50 percent employee premium coverage with no dependent coverage for part-time employees. Pricing must be quoted net of commission, with all costs clearly itemized and separately invoiced as directed by the City and payable within thirty days of invoice submission. The RFP does not specify an explicit award budget range; however, the contract value will depend on final proposal pricing and the City's selection of coverage types and carriers determined to be in its best interest.
