About this opportunity

The State of Rhode Island Division of Purchases is soliciting qualified vendors to provide statewide planning, technical assistance, resilience, evaluation, communications, and performance services for public school facilities under the Healthy Environments Advance Learning (HEAL) Program, RFP 26006787, with proposals due July 22, 2026 at 2:00 p.m. EDT. All vendors are eligible to respond; no set-aside or restricted participation program applies, though Inclusive Small Business Enterprise (ISBE) participation—encompassing Minority Business Enterprises (MBEs), Women Business Enterprises (WBEs), and Disability Business Enterprises (DisBEs) certified by the State of Rhode Island—receives evaluation credit.

The scope covers statewide facilities planning, technical assistance delivery, resilience services, evaluation, communications, and performance support across Rhode Island's public school districts. Vendors must demonstrate expertise in school facilities assessment, strategic planning, sustainable infrastructure development, and technical capacity building for educational institutions. Services address facility resilience, operational efficiency, and performance evaluation.

The initial contract term is approximately 24 months, commencing October 1, 2026, with options for two additional 12-month renewal periods contingent on vendor performance and fund availability. Pricing must be firm and fixed. A contract administrative fee of 0.33 percent of total annual contract value will be withheld by the State at time of payment.

Proposals are evaluated on technical merit, cost, and ISBE utilization. The lowest-cost proposal receives 100 percent of available cost points; other vendors are scored proportionally. ISBE participation credit is granted only to vendors certified as MBE, WBE, or DisBE at bid submission; subcontractors must be certified by the Division of Equity, Diversity & Inclusion MBE Compliance Office or the Governor's Commission on Disabilities.

Required insurance includes $1,000,000 general liability per occurrence, $100,000 workers' compensation, $1,000,000 automobile liability, and $2,000,000 professional liability/errors and omissions per occurrence. Questions are due July 8, 2026 at 2:00 p.m. EDT. Proposals must be submitted electronically through Ocean State Procures. Proposals remain irrevocable for 180 days following opening.
