About this opportunity
The City of Phoenix is requesting sealed offers for as-needed professional development training services for the Head Start Birth to Five Program, with offers due September 18, 2026, and a contract term running December 2, 2026 through April 5, 2028. Vendors already qualified under RFQu-22-EDU-72 do not need to reapply. A small business participation requirement is in effect under the DBE-N (Disadvantaged Business Enterprise-Neutral) program, with contractors required to document good faith efforts and submit annual Small Business Participation Plans; substitutions or exemptions require written approval from the Contract Compliance Section.
The scope is as-needed training delivery serving 2,209 children across three Phoenix service areas. Training covers multiple content areas for parents, staff, and community partners, with sessions ranging from two-hour informational programs to multi-day workshops accommodating 10 to 1,000 attendees. Delivery may occur virtually or in-person at City facilities, contractor worksites, or conferences, with hours extending beyond standard business hours (8 a.m. to 5 p.m., Monday–Friday) to include evening sessions until 9 p.m. and Saturday programming from 8 a.m. to 5 p.m.
Vendors must demonstrate a minimum five years of operational history, including three years providing goods or services in the specialty area and two years serving government agencies, verified through professional licenses, certificates, credentials, degrees, or published works. Vendors must document one professional development event or five hours of technical assistance annually for the past three years. Evaluation is pass-fail across six tabs: cover letter, experience and qualifications, personnel and staffing, session descriptions, required submittals, and signed addenda (responses limited to 25 pages including resumes). Pricing is determined per-event through individual letter of agreement negotiations, with payment due within 45 days of invoice receipt following service completion. Awarded vendors must submit certificates of insurance within 14 calendar days of notification. Written inquiries are due September 4, 2026. The City reserves the right to award multiple contracts and select vendors based on price and availability.
