About this opportunity

The City of Tucson is seeking a contractor for Hazardous Waste Transportation and Disposal through Request for Proposal (RFP) No. 212782, targeting services for the Tucson Fire Department Hazardous Waste Team (TFDHWT) and the Environmental and General Services Department's Household Hazardous Waste Division (HHW). The procurement will cover transportation and disposal of waste chemicals and hazardous materials collected from city departments, households, and eligible small businesses, with services to be provided on an as-needed basis. Contractors must possess appropriate federal, state, and local permits, and provide comprehensive environmental and hazardous waste liability insurance with $3,000,000 per claim and $6,000,000 annual aggregate coverage. The RFP requires detailed documentation including manifests, labels, and disposal certificates, with waste management services compliant with Resource Conservation and Recovery Act (RCRA) standards. The proposal was published on March 4, 2022, with a pre-proposal meeting held on March 15, 2022, via Microsoft Teams, and proposals are due on April 5, 2022, at 2:00 PM local Arizona time. Evaluation criteria will include method of approach, statement of qualifications, and price proposal, with the City reserving the right to conduct site visits and interviews during the selection process.

The contract includes a Section 3 Clause mandating that employment and economic opportunities generated by the contract be directed to low- and very low-income persons, particularly those receiving HUD housing assistance. The initial contract term is one year, with the City having the option to renew for four additional one-year periods. While no specific incumbent vendor is mentioned, the RFP covers disposal of 75 different types of hazardous and non-hazardous waste materials, with estimated annual quantities for items like 225 drums of latex paint sludge, 100 pounds of lithium batteries, and 2,800 pounds of nickel-cadmium batteries. The City emphasizes recycling and prohibits deep well injection or landfilling of collected materials. Pricing will be structured around different container sizes (5-gallon buckets, 30-gallon drums, 55-gallon drums) and packaging methods, with labor rates provided for technicians and drivers. Group A items, representing the most frequently collected materials, will likely receive particular attention during proposal evaluation. The contract is regulated by the Arizona Department of Environmental Quality, with EPA Generator ID's on file, and offers flexibility for the City to modify waste collection and disposal requirements throughout the contract term.
