About this opportunity
The County of Orange's OC Public Works is conducting a fully electronic competitive bid solicitation for a Hazardous Waste Storage Unit, seeking a qualified vendor to provide one four-compartment prefabricated hazardous materials storage building. The building must be designed for segregated storage of classified hazardous materials, including flammables, combustibles, corrosives, and toxics, and manufactured to comply with multiple federal and state regulatory standards such as OSHA, NFPA, California Fire Code, California Building Code, EPA, and ATF requirements. Specific technical requirements include a 955-gallon sump capacity, explosion-proof exhaust fans, fire protection systems, 4-hour fire-rated perimeter walls, 1-hour roof construction, and specialized safety features like temperature controls and electrical grounding systems. Key procurement dates include a project release on March 26, 2025, a question submission deadline of April 9, 2025 at 3:00 pm, and a bid submission deadline of April 23, 2025 at 3:00 pm, with all bids to be submitted exclusively through the County's online bidding system. The building will be delivered to the County's site at 222 East Bristol Lane, Orange, CA 92865, with the vendor responsible for all associated expenses, insurance, fees, taxes, and permits.
The solicitation offers preferences for Local Small Businesses (OCLSB) and Disabled Veteran Business Enterprises (DVBE), with bidders required to be certified by the California Department of General Services. Potential bidders must provide comprehensive documentation including engineering plans, product specifications, and certifications demonstrating compliance with extensive regulatory standards. The contract will be a firm fixed-fee agreement with a one-year term, and while specific pricing is not explicitly detailed, the County will utilize a payment-in-arrears method with invoices processed within 30 days. No price increases will be considered during the contract term, and contractors must guarantee that prices are equal to or less than those quoted to other government entities. The building, which is designed to be white and relocatable, must obtain all necessary state and local approvals and permits. Bids will remain valid for 365 days after the closing date, with the County reserving the right to award the contract to the lowest responsive, responsible bidder. Although a specific budget range is not provided, the project involves a substantial infrastructure investment with the building designed to support approximately 100,000 lbs of hazardous materials storage.
