About this opportunity

Oklahoma State University is requesting proposals for hazardous waste disposal services at its Stillwater campus under RFP OSUA&M-RFP-001831-2026, with proposals due June 12, 2026 at 3:00 p.m. CDT. The contract runs from award through June 30, 2027, with options to renew annually for up to four additional one-year periods by mutual agreement.

The scope covers comprehensive hazardous waste management — manifesting, marking, labeling, packaging, removal, transportation, storage, treatment, recycling, and disposal — for an estimated annual volume of 375 drums across four sizes: 200 fifty-five-gallon, 40 thirty-gallon, 50 fifteen-gallon, and 85 five-gallon drums. OSU specifies collection at approximately 85-day intervals or upon notification. Hazardous waste types include flammable liquids and solids, oxidizers, corrosives, toxics, sulfides, mercury compounds, pesticides, reactives, and pressurized containers; radioactive wastes and silver recovery are excluded. The contractor must demonstrate federal and state regulatory compliance for the preceding 48 months and provide a minimum of four references from similar-sized institutions. OSU ranks disposal method preferences as: recycling/reuse, fuels substitution, incineration, wastewater treatment, and landfill. Evidence of destruction or disposal must be provided within 15 working days of final treatment.

Evaluation uses a best-value methodology considering cost, scope of work, experience and compliance, schedule and timing, and value-added services. Bidders must disclose any contract terminations for cause within the preceding 36 months and specify whether prices are fixed for the contract term and how price increases are triggered. The primary contact is Matthew Wessel, Senior Buyer, at matt.wessel@okstate.edu or 405-744-8405. Either party may terminate with 30 days written notice.
