About this opportunity

The City of Orlando is seeking proposals for comprehensive Grounds and Irrigation Maintenance Services for the Orlando Fire Department (OFD), targeting 20 fire department sites spanning approximately 200 acres. The procurement, identified as RFP24-0215, requires a contractor to provide all labor, materials, equipment, and supervision for extensive grounds maintenance services including mowing, trimming, string trimming, litter removal, landscape maintenance, palm tree care, leaf disposal, roadside herbicide spraying, pruning, and complete irrigation system maintenance. Proposers must demonstrate capabilities in commercial grounds maintenance, provide detailed personnel and equipment listings, and submit comprehensive references. The evaluation criteria will be weighted across operating plan (40%), proposer experience (28%), pricing (25%), with additional points for minority/women-owned business enterprise participation (5%) and veteran business enterprise participation (2%). A non-mandatory pre-proposal conference is scheduled for May 28, 2024, at 10:00 am, with site visits included, and electronic proposals are due by June 25, 2024, at 2:00 pm. The contract term is three years with potential extensions up to five years, with 36 estimated maintenance cycles per year for most services and 12 monthly irrigation testing cycles.

The procurement includes specific set-aside and participation requirements, mandating 18% minority-owned business enterprise (M/WBE) and 6% women-owned business enterprise participation goals. Veteran business enterprises can receive additional scoring consideration, potentially providing a competitive advantage. Proposers must comply with the City of Orlando's living wage policy, non-discrimination standards, and provide certifications regarding scrutinized companies. The contract will require comprehensive insurance coverage, including workers' compensation, comprehensive automobile liability, and commercial general liability insurance with specified minimum coverage limits. Liquidated damages of $250 per calendar day are stipulated for work completion delays. While a precise contract value is not explicitly stated, the extensive scope covering 200 acres across 20 sites suggests a significant multi-year service contract. The City will not provide additional funding for bringing properties to an acceptable maintenance level, and the selected contractor must accept sites in their current "as is" condition. Invoicing will occur monthly, with payments due within 30 days of receipt and approval by the using department.
