About this opportunity

The School Board of Citrus County, Florida has issued Invitation to Bid (ITB) 2026-18 for a comprehensive greenhouse refurbishment project targeting three high schools: Crystal River High, Lecanto High, and Citrus High. The project requires a qualified contractor to provide complete labor and materials for extensive greenhouse renovations, including re-covering structures with polycarbonate material, replacing gutters and downspouts, refurbishing or replacing wet pad systems, vents, exhaust and HAF fans, gas-fired heaters, and control and irrigation systems. Minimum qualifications for respondents include five years of experience in greenhouse installation or refurbishment within Florida, possession of necessary licenses and certifications, proof of insurability, and at least three references for similar projects. A mandatory pre-solicitation site visit was held on December 9, 2025, at 10:00 AM, with the deadline for submitting questions set for December 16, 2025, at 12:00 PM. Bids are due January 13, 2026, at 2:00 PM EST, with bid opening scheduled for the same time, and the Notice of Intended Decision to be posted January 27, 2026. The School Board anticipates final approval and award on February 10, 2026, with a contract period effective upon Board approval through June 30, 2026, targeting project completion in the first quarter of 2026.

The solicitation does not specify any specific set-aside designations or restrictions on respondent types, indicating the opportunity is open to qualified contractors meeting the stated requirements. The project is funded through non-federal grant funding specifically designated for the greenhouse refurbishment, with the caveat that the project will not proceed if grant approval is not obtained. The estimated contract value is approximately $85,000 per greenhouse, totaling around $255,000 for the three-school project. Successful respondents must maintain comprehensive insurance coverage, including Commercial General Liability, Product Liability/Completed Operations, and Workers' Compensation, with the School Board named as additional insured. The contract requires a one-year warranty on all labor and manufacturer's warranty on materials, with all work mandated to comply with Florida Building Codes, OSHA requirements, and SREF standards. Inspections will be coordinated by the CCSB Facilities and Maintenance Department, ensuring thorough oversight of the greenhouse refurbishment project.
