About this opportunity
The Village of Schaumburg, Illinois, is seeking sealed bids for the Gray Farm Marsh Storm Sewer Improvements project (IFB #2024-IFB-052) through their e-Procurement Portal, with proposals due by Friday, June 7, 2024, at 2:00 pm. The project addresses chronic flooding issues in the Strathmore neighborhood by installing additional reinforced concrete pipe (RCP) storm water pipes to convey runoff to the south pond of Gray Farm Marsh. Contractors will be responsible for comprehensive infrastructure work including storm sewer installation, water main adjustments, catch basin and manhole installations, utility coordination, and site restoration across approximately 820 linear feet. A mandatory pre-bid meeting is scheduled for May 28, 2024, at 11:00 am at Gray Farm Park and Conservation Area. Bid evaluation will consider compliance with specifications, delivery timeline, and contractor responsibility, with bidders required to provide a 10% bid security and potential performance bond of 100% of the contract amount. Key deliverables include extensive utility work, excavation, tree removal, pipe installation, concrete work, and erosion control measures.
The procurement does not explicitly specify set-aside designations for disadvantaged business enterprises, though the bid documents indicate requirements for equal employment opportunity compliance. Bidders must provide proof of a substance-abuse program and adhere to prevailing wage laws. The project involves coordination with multiple utility providers including ComEd, AT&T, Astound, and Nicor Gas, suggesting potential subcontracting opportunities. While specific budget ranges are not detailed in the documents, the comprehensive nature of the project—involving 90 line items of infrastructure work—indicates a substantial municipal investment. The project site is located within Gray Farm Park and Conservation Area, primarily focused on Cloverdale Lane and surrounding neighborhoods, with work adhering to Illinois Department of Transportation (IDOT), Metropolitan Water Reclamation District (MWRD), and local municipal standards. Contractors will need to demonstrate technical expertise in storm water management, utility relocation, and complex municipal infrastructure development.

The Gray Farm Marsh is a major collector for storm runoff and consists of two ponds surrounded by the Strathmore neighborhood developments. In the past, the surrounding neighborhood has experienced flooding in the low-lying portions adjacent to the Marsh, including the public park and along Cloverdale Lane. This project is to install additional RCP storm water pipes to convey storm water to the south pond of Gray Farm Marsh. I will include other utility coordination and relocation as the responsibility of the contractor.
