About this opportunity
The Texas Health and Human Services Commission (HHSC) is requesting bids for grant management training services under IFB HHS0017439, with responses due July 22, 2026 at 10:30 AM Central Time. A Historically Underutilized Business (HUB) Subcontracting Plan is encouraged but not required.
The scope comprises twelve contact hours of instructor-led federal grant management training covering 2 CFR Part 200 (Uniform Guidance), delivered in two modalities: two in-person sessions annually for up to 200 participants per session at HHSC facilities in Austin, and two webcast sessions annually for up to 100 participants per session. The contractor must establish and maintain a dedicated registration website for training registrations, track participant enrollment, and provide online access to course materials, reference handbooks, and supplemental resources. The contractor must demonstrate at least three years of relevant experience with demonstrated expertise in leading trainings on Uniform Guidance 2 CFR Part 200 and direct work with state agencies.
The initial contract term runs September 1, 2026 through August 31, 2027, with one one-year renewal option and one one-year extension option at HHSC's discretion. Pricing must be submitted as firm, fixed prices on the provided Pricing Sheet covering four service components: virtual instructor-led training (up to 100 participants), in-person instructor-led training (up to 200 participants), in-person training materials, and website access fees. All-inclusive unit rates must cover labor, equipment, materials, supplies, and related expenses. Price adjustments are permitted only at HHSC's discretion, tied to Consumer Price Index (CPI-W or CPI-U) or Federal Minimum Wage Rate increases; contractors must immediately implement price decreases when available.
Bidders must submit three verifiable references for similar contracts within the last two years. Insurance requirements include Workers' Compensation and Employer's Liability, Commercial General Liability, Commercial Automobile Liability, Professional Liability, and Umbrella Liability — each at $1,000,000 per occurrence or combined single limit. Proof of insurance is due within ten days of award. Questions were due July 10, 2026; responses were posted as an addendum on July 14, 2026. Bid submissions are accepted through the HHS Online Bid Room or alternative methods specified in the solicitation.
