About this opportunity

The State of Maine Division of Purchases is requesting quotes for GPS Multiparameter Meter-HAM equipment, with responses due May 19, 2014 at 2:00 p.m. local time.

Bidders must certify compliance with suspension and debarment requirements under 49 CFR Part 29 and Executive Orders 12549 and 12689. Certification requires attestation that the bidder and its principals are not currently debarred, suspended, proposed for debarment, or voluntarily excluded from federal covered transactions; have not been convicted of or had civil judgments rendered for fraud, criminal offenses, antitrust violations, embezzlement, theft, forgery, bribery, falsification of records, false statements, or receiving stolen property within three years preceding the proposal; are not presently indicted or criminally or civilly charged with any such offenses; and have not had one or more public transactions terminated by default within three years preceding the application. Knowingly providing an erroneous certification may result in suspension, debarment, or other remedies by the Federal Government.

Electronic submission of quotes is required. Bidders may submit alternate bids and supporting documentation via fax or mail prior to bid opening. Awards will be made on an item-by-item or group basis, whichever serves the State's best interests. The State reserves the right to increase or decrease quantities by up to 10% unless otherwise stated and to reject any or all quotes or waive any formality or technicality.

Pricing must include all transportation charges, freight, and applicable discounts delivered to destination. The State is exempt from Federal and Maine State sales and use taxes. Unit prices will govern in any discrepancy with total prices. Cash discounts of 20 days or more are considered in bid evaluation. Bidders must specify delivery timeframes and cash discount terms; payment terms less than 25 net days are not considered unless in the State's best interest. In case of contractor default, the State reserves the right to procure materials from alternative sources and charge excess costs to the contractor.

Tie bids will be resolved in favor of in-state bidders or those offering commodities produced or manufactured in Maine. All hazardous chemicals must comply with the Maine Chemical Substance Identification Law and be accompanied by material safety data sheets.

Product specifications referencing manufacturer trade names or catalog numbers imply "or approved equal," defined as any alternative product meeting equivalent character, quality, and performance standards as determined by the Director.
