The coverage spans over 50 Florida state agencies, courts, and universities and includes eight insuring agreements: employee theft (95,753 employees), forgery or alteration, inside premises theft and robbery (limits up to $52.1 million), outside premises coverage (limits up to $52.1 million), computer and funds transfer fraud, inside money and securities coverage (up to $50.7 million), inside robbery coverage (up to $1.5 million), and money orders and counterfeit money. The policy will be written as a single master policy with the State of Florida as primary policyholder, effective January 1, 2027. The broker must maintain a dedicated contract manager with toll-free customer service Monday–Friday, 8:00 a.m. to 5:00 p.m. Eastern Time, and supply policy documents within five calendar days prior to expiration and certificates of coverage within ten days of request, with financial penalties of $100–$250 per day for non-compliance.

The average annual historical spend is $149,255. Bidders may submit pricing for one to five consecutive policy periods through January 1, 2032, with all premiums based on commission-based broker compensation and fixed for the full policy period. The Calculated Premium (average of discounted premiums across bid periods at 2.30% inflation) will be used for evaluation. Surplus lines tax fees are prohibited.

The contract term is up to five years with renewal at the Department's sole discretion. A Notice of Intent to Award is anticipated November 23, 2026. No pre-bid conference will be held.
