Government Crime Insurance Scope of Work Summary
This is an Attachment A Scope of Work document for a Government Crime Insurance Invitation to Bid (ITB) issued by the Florida Department of Management Services, Division of State Purchasing. The procurement covers insurance coverage for over 50 Florida state agencies, courts, and universities, including the Departments of Health, Education, Transportation, Children and Families, and state university systems. The Department seeks Government Crime Insurance coverage effective January 1, 2027, replacing the current expiring policy. The coverage encompasses eight primary insuring agreements including employee theft (dishonesty), forgery or alteration, inside premises theft and robbery, outside premises coverage, computer and funds transfer fraud, and money orders and counterfeit money coverage. The policy will be written under a single master insurance policy with the State of Florida as the primary policyholder. The procurement follows Florida Statutes sections 287.022 and 287.042, and the resulting contract will establish binding premium pricing for the entire policy period with fixed rates that cannot change during the term.
The contractor must maintain current Florida insurance licensure and provide a dedicated contract manager available during business hours with toll-free customer service support from 8:00 a.m. to 5:00 p.m. Eastern Time, Monday through Friday. Premiums will be invoiced annually at policy inception based on submission of detailed pricing in Attachment C, the Price Sheet. The broker must submit complete insurance policy documents within five calendar days prior to expiration to avoid coverage lapses, provide policy endorsements within 90 days of requested modifications, and issue certificates of coverage within 10 days of request, with financial penalties of $100 to $250 per day for non-compliance. The contractor is responsible for claims administration, payment processing, and seamless contract transition upon expiration. Additional assessments may apply for specific coverage types per statute, but surplus line tax fees are prohibited. The Department reserves the right to request coverage additions or deletions during the policy period and reserves the right to cancel coverage with written notice.
