About this opportunity
The Commonwealth of Kentucky's Department of Parks, acting through the Finance and Administration Cabinet's Office of Procurement Services, issued a Request for Bids (RFB 758 2000000014) for golf greens covers required at Mineral Mound State Park in Eddyville, Kentucky, located in Lewis County. The procurement sought two complete identical sets of golf course green covers, stakes, and storage bags to protect 20 golf greens (consisting of 18 course greens plus practice and nursery greens), with an estimated maximum of 155,000 square feet of finished product per set. Specific deliverables included 40 rectilinear green covers custom-dimensioned for each green, 40 storage bags, and approximately 1,500 stakes for attachment. Covers were required to be black polypropylene containing a minimum of 92% polypropylene with UV protectant, feature handles positioned no further than 5 feet apart on all sides and at each corner, include permanent labels identifying each designated green, and include sufficient stake holes for weather stabilization. All materials had to be new and specifically manufactured for Mineral Mound State Park with consideration for environmental and wind factors, with a mandatory minimum five-year warranty and delivery guarantee within 120 days from the contract date. A mandatory site visit was required for all bidders to obtain necessary measurements and ensure accurate production; site visit verification had to be obtained from Mariano Galindo at (270) 797-3421 extension 2412. Written vendor questions were due by July 24, 2019 at 4:30 PM ET, with the bid closing on August 1, 2019 at 1:30 PM EST. Evaluation was conducted using a best value ranking approach allocating 900 points to total cost offer and 100 points to delivery offer, with delivery quoted in calendar days after receipt of order and one percent deducted from invoices for each day delivery was late.
The procurement included several set-asides and preference provisions for qualified entities. Qualified bidders, including Kentucky Correctional Industries and Kentucky Industries for the Blind, received preference equal to 15-20 percent of maximum points if proper qualified bidder affidavits were submitted and supported by evidence that the entity was a nonprofit organization serving individuals with severe disabilities, with at least seventy-five percent of direct labor man hours performed by individuals with severe disabilities. Kentucky resident bidders were eligible for resident bidder status if they maintained continuous compliance with Kentucky regulatory requirements for a minimum of one year prior to the contract advertisement date, including filing Kentucky income taxes, making unemployment insurance payments, and maintaining active workers' compensation policies; resident bidders could receive reciprocal preference if the nonresident bidder's state provided preference to their own residents. All bidders were required to submit an Annual Affidavit certifying compliance with Kentucky campaign finance laws, current registration with the Kentucky Department of Revenue for sales and use tax collection, non-delinquency on state taxes or fees, and non-engagement in prohibited boycotts. Out-of-state bidders were required to provide a certificate of authority from the Kentucky Secretary of State, while all bidders had to submit a Kentucky Tax Registration Application. No specific contract period, renewal options, or budget range was identified in the solicitation documentation, and the contract would be awarded as a group to a single vendor with the Commonwealth reserving the right to cancel the RFB if responses exceeded available funding.
