About this opportunity
The Texas Health and Human Services Commission is requesting bids on golf cart maintenance and repair services for Richmond State Supported Living Center under IFB HHS0017455, with bids due July 24, 2026 at 10:30 AM Central Time and questions due by July 14, 2026.
The scope covers minor repairs, minor maintenance, oil changes, tire rotation, brake and suspension work, and electrical system repairs for a fleet of approximately 80 commercial golf carts spanning multiple manufacturers and model years across facility locations. The contractor must supply authentic replacement parts—including onboard battery chargers, batteries, brake pads, speed controls, tires, and seat belts—with refurbished parts prohibited unless facility-approved. Labor services require a minimum 12-month warranty from completion; replacement parts must carry at least the manufacturer's warranty. Services must be performed Monday through Friday, 8 a.m. to 5 p.m. Central Time, with a two-hour response requirement for standard service calls and one-hour response for emergencies.
The historical spend for the prior 12-month period (September 1, 2025, through August 31, 2026) was thirty thousand dollars, provided as a guideline only and not a guarantee of volume. Pricing is firm and fixed for the contract term, with all costs submitted on Exhibit C, including labor, equipment, materials, and supplies. The anticipated contract start date is September 1, 2026, with an initial term through August 31, 2027, and a one-year extension option available at HHSC's sole discretion.
Minimum requirements include four years of contractor experience and four years of relevant personnel experience, with at minimum three verifiable references for similar services within the last five years. The contractor must maintain workers' compensation insurance ($1,000,000 per accident), commercial general liability ($1,000,000 per occurrence / $2,000,000 aggregate), commercial automobile liability ($1,000,000), professional liability ($1,000,000), and umbrella liability ($1,000,000). Personnel must pass background checks prior to facility access. Both HHSC and the Department of State Health Services are entitled to use any resulting contract. Bids must include completed Exhibit A (HHS Solicitation Affirmations), Exhibit C (Pricing Sheet), Exhibit D (Bidder Reference and Contractor Qualifications Form), and acknowledgment of any addenda.
