About this opportunity

George Mason University, on behalf of the Virginia Higher Education Procurement Consortium (VHEPC), is issuing a Request for Proposal (GMU-SS0410-25) to establish competitively awarded contracts for Biomedical, Clinical & Medical Research Supplies & Services. The procurement seeks qualified vendors to provide medical and clinical research equipment, supplies, clinical simulation equipment, rehabilitation and performance monitoring equipment, and related goods supporting biomedical and clinical research activities across VHEPC member institutions including the University of Virginia, Virginia Commonwealth University, and Virginia Tech, as well as eligible public entities. Vendors must submit proposals exclusively through the electronic Bonfire portal by May 13, 2026, at 2:00 PM Eastern Time, with contractor questions due by April 24, 2026, at 4:00 PM ET and responses posted by May 1, 2026. The resulting contract will have an initial two-year term with four successive two-year renewal options, with price increases at renewal limited to the lesser of the CPI-U "other goods and services" category increase or 2 percent. Proposals are evaluated on a 100-point scale comprising product quality (25 points), offeror qualifications and experience (25 points), service delivery methodology and plans (25 points), pricing (15 points), and Virginia Small, Women-owned, and Minority (SWaM) certification status (10 points). Vendors must provide deep discounts off manufacturer list prices with FOB Destination delivery included, maintain no minimum order requirements, provide quarterly sales reporting using the VHEPC Unified Quarterly Reporting Template, and execute the Publicly Accessible Contract (PAC) Agreement allowing third-party access by non-member entities. The evaluation committee will review proposals from May 18 through June 29, 2026, followed by negotiations from June 30 through July 28, 2026, with contract award and execution scheduled for July 29 through September 10, 2026.

Vendors interested in this opportunity are encouraged to obtain Virginia SWaM certification, which carries 10 points in the evaluation criteria; however, this is not a set-aside and all qualified vendors may respond. All offerors must complete and submit a mandatory Small Business Subcontracting Plan identifying any subcontracted portions of work and specifying dollar values or percentages allocated to small business, women-owned, minority-owned, and service-disabled veteran-owned businesses, with proposed participation becoming binding contract requirements. Contractors electing to permit third-party access under the PAC Agreement must remit a 1 percent annual fee on revenue received from non-VHEPC entities. Vendors must maintain Commercial General Liability Insurance of at least $1,000,000 per occurrence and comply with all federal, state, and local regulations including FERPA, HIPAA, ADA, and export control requirements. No specific budget range or award value is disclosed in the solicitation; however, the contract is designed as a cooperative procurement vehicle for use by multiple higher education institutions, suggesting potential for significant volume and revenue. Payment terms include options for 2%/10 Net 30, Net 20 via Virtual Payables credit card, or Net 30 via Paymode-X electronic transfer, with Net 30 from receipt of invoice in accounts payable as the standard payment term contingent upon valid George Mason Purchase Order numbers.
