About this file

This is a Small Business Subcontracting Plan attachment required for the Virginia Higher Education Procurement Consortium (VHEPC) Request for Proposal for Biomedical, Clinical & Medical Research Supplies & Services. The solicitation is issued on behalf of participating member institutions including University of Virginia, Virginia Commonwealth University, and Virginia Tech, with each institution serving as the issuing authority for designated categories: Laboratory Animals & Related, Pharmaceutical/Biochemical & Advanced Life Sciences, Scientific & Research Services, Specialized Scientific Equipment & Instrumentation, and Research & Industrial Supplies. All offerors are required to complete and submit this attachment with their proposal to be considered responsive, regardless of whether they plan to subcontract portions of the work or complete all work in-house.

The Small Business Subcontracting Plan requires offerors to identify any subcontracted portions of the contract and specify the dollar value or percentage allocated to each subcontractor for the initial contract period in relation to the total proposal price. Offerors certified by the Virginia Department of Small Business and Supplier Diversity (DSBSD) must provide their certification number and date in Section A, while those planning to use subcontractors must complete Section B, detailing up to five subcontracts with company information, DSBSD certification status, contact details, work descriptions, and valuation. The plan emphasizes that proposed small business participation—including DSBSD-certified women-owned, minority-owned, and service-disabled veteran-owned businesses—will be incorporated as contract requirements, and failure to meet proposed participation levels may constitute breach of contract.
