The scope includes clearing and grubbing, earthwork and grading, roadway reconstruction, sidewalk and driveway construction, and drainage improvements per plans prepared by the City of Lakeland Public Works Engineering Department (FPID: 453404-1-58-01, City Project No. 008202). Work shall comply with applicable codes, requirements, and regulations referenced in the project plans and specifications. The contract completion timeline is 240 calendar days with final completion within 270 calendar days; liquidated damages of $1,685 per calendar day apply for time overruns.
The project utilizes federal and state funding under a Local Agency Agreement with the Florida Department of Transportation, triggering additional compliance requirements beyond local standards. Bids are submitted on a lump-sum basis with unit pricing from the detailed bid form in the Project Manual. A bid bond equal to five percent of the bid price must accompany each submission. Successful bidders must furnish a public construction bond equal to the full contract price within ten days of award.
Required insurance includes commercial general liability ($2,000,000 single limit), business automobile liability ($1,000,000 single limit), workers' compensation, excess liability ($2,000,000), builder's risk or installation floater coverage, and contractors' pollution liability or environmental impairment liability ($1,000,000). Contractors and subcontractors performing trench excavation must certify compliance with Florida Trench Safety Act and OSHA standards (29 CFR 1926.650, Subpart P), with certifications retained for a minimum of three years following final acceptance.
Bids must be submitted electronically through the City's OpenGov e-Procurement Portal. Bid validity is 90 days from opening. The City reserves the right to waive minor informalities, reject any or all bids, accept partial bids, and award to one or more bidders based on responsiveness and responsibility. Required certifications include drug-free workplace, suspension and debarment, public entity crimes, E-Verify, conflict of interest, non-collusion, human trafficking affidavit, and notarized indemnification agreements binding the contractor and FDOT.
