This is a draft bid document for a construction project issued by the City of Lakeland Public Works Engineering Department in partnership with the Florida Department of Transportation. The project involves the construction of a 10-foot-wide shared-use path (Glendale Street Trail) extending from New Jersey Road to Lakeland Highlands Road. The scope of work includes clearing and grubbing, earthwork and grading, roadway reconstruction, sidewalk and driveway construction, and drainage improvements. Contractors must be State of Florida registered and pre-qualified by the Florida Department of Transportation in workgroups (07) Drainage, (10) Flexible Paving, (28) Pavement Marking, (38) Roadway Signing, and (40) Sidewalk and Other Work Classes. All work shall be performed in accordance with the project plans and specifications prepared by the City of Lakeland Public Works Engineering Department (FPID: 453404-1-58-01 and City Project No. 008202), applicable codes, regulations, and requirements.

The project utilizes federal and state funding through a Local Agency Agreement, which establishes additional compliance requirements beyond the standard bid specifications. Contractors must provide all required materials, tools, permits, equipment, traffic control, labor, and supervision necessary for project completion. The bid documents establish contractual obligations requiring full adherence to the Request for Proposal, project plans, specifications, and all referenced codes and regulations. The document does not specify response deadlines, award dates, contract term, or renewal options, as this is identified as a draft bid document rather than a finalized solicitation.
