About this opportunity
The Los Angeles County Metropolitan Transportation Authority (Metro) is seeking qualified contractors to provide and install anti-graffiti film, replace etched anti-graffiti film on glass, plexiglass, balustrade light, and granite surfaces, perform window tinting services, and provide polycarbonate panel replacement and installation services at Metro Bus and Rail facilities under IFB No. OP142929, with proposals due September 3, 2026. This is an SBE set-aside opportunity subject to Small Business Enterprise participation requirements under LACMTA's non-federally funded SBE Program and 49 CFR Part 26.
The scope encompasses three geographic regions: Region 1 (approximately 60,816 square feet of protected surfaces including glass, granite, and balustrade lenses), Region 2 (44,748 square feet including glass and polycarbonate), and Region 3 (108,857 square feet across multiple transit lines and facilities). Contractors must maintain a California Class C (Specialty) Contractor's license (C-17 for Glazing) for polycarbonate work, employ a minimum of one full-time supervisor and one full-time equivalent installer per region, and ensure all materials are manufactured in the United States. Personnel must be available to work 6:00 a.m. to 3:00 p.m. and 9:00 p.m. to 4:00 a.m., Monday through Friday, with weekend and emergency service availability. Contractors must respond to emergency service requests within two hours, seven days per week, 24 hours per day, at no additional cost.
The contract term is three years with one two-year renewal option exercisable at Metro's sole discretion, potentially extending to five years. Pricing is fully burdened (materials, labor, equipment, taxes, insurance, travel time, overhead, and profit) and must remain firm for the entire contract term. Estimated quantities across all three regions total approximately 214,421 square feet requiring monthly inspections, with future work potentially adding approximately 71,793 square feet as new facilities become operational. Quantities provided are for bid assessment purposes only and do not constitute guaranteed minimum or maximum commitments. Contractors must submit monthly invoices with supporting documentation including timesheets, payment certifications, task orders, and photographic evidence of work completed, along with weekly reports and monthly activity reports. Minimum qualifications exhibits establish baseline requirements by region that prospective bidders must satisfy for eligibility.
