About this file
This document is Instructions to Bidders for a state and local contract opportunity. The instructions establish the procedural requirements and guidelines for organizations seeking to submit bids in response to solicitations issued by the procuring agency. The document outlines the fundamental bidding process, including mandatory submission procedures, documentation requirements, and the conditions under which bids will be evaluated. Bidders are required to comply with all specified instructions to ensure their proposals receive proper consideration. The instructions detail the format and content expectations for bid submissions, including how bids should be organized, what supporting documentation must be included, and the deadline by which all materials must be received by the procurement office. Additionally, the instructions address the role of pre-bid meetings or site visits where applicable, explaining when and where bidders may gather information about the project scope and requirements. The document establishes clear timelines for bid submission and the process for bid opening and evaluation, ensuring transparency and consistency in the procurement process.
The instructions specify the terms governing bid validity, including how long submitted bids will remain binding on the bidder and the conditions under which bids may be withdrawn or modified. The document addresses pricing submission requirements, clarifying how bidders should present costs and any allowable adjustments or exceptions. Any applicable set-asides, small business preferences, or disadvantaged business enterprise requirements are detailed to inform eligible bidders of opportunities to qualify for special consideration. The instructions also communicate the basis for award selection, outlining whether selection will be based solely on lowest price or on evaluation of multiple factors including price, qualifications, past performance, and other specified criteria. Additional information regarding protest procedures, insurance and bonding requirements, and any conditions of contract award is typically included to provide bidders with complete information necessary to prepare compliant, competitive proposals.

EXHIBIT 2 – SCHEDULE OF QUANTITIES AND PRICES
The Bidder shall submit its firm fixed unit prices and lump sum prices for the Goods and
Services set forth in the Bid and described in the IFB on each of the following forms titled SCHEDULE OF QUANTITIES AND PRICES:
• EXHIBIT 2A - SCHEDULE OF QUANTITIES AND PRICES (REGION 1)
• EXHIBIT 2B - SCHEDULE OF QUANTITIES AND PRICES (REGION 2)
• EXHIBIT 2C - SCHEDULE OF QUANTITIES AND PRICES (REGION 3)
The estimated quantities shown on each of the SCHEDULE OF QUANTITIES AND
PRICES forms are based on the best information available at the time the IFB was issued, and are used for the purpose of evaluating the Bids. LACMTA does not represent, expressly or by implication, that the actual quantities used in performing the
Services will equal the estimated quantities.
In the case of items for which a fixed dollar amount predetermined by LACMTA has already been entered on the SCHEDULE OF QUANTITIES AND PRICES, the dollar amount entered shall be binding on all Bidders as the price for such item; said dollar amount shall not be revised unless LACMTA directs a Change in the Services affecting the item to which said dollar amount relates.
Unit prices, lump sum prices, and other values must be entered in the appropriate spaces provided in each of the SCHEDULE(S) OF QUANTITIES AND PRICES. Unit prices must be multiplied by the estimated quantities shown and the total inserted in the
"Total Cost" column. The "Total Costs" must be added together, along with applicable sales tax, freight, and fees to arrive at the "Five Year Total Contract Value,” which will be used as the basis of Contract award. The "Five Year Total Contract Value" shall be for the completion and acceptance of all Services listed in the SCHEDULE OF
QUANTITIES AND PRICES as required by the Contract.
The unit prices and lump sum prices must conform to their respective requirements and parameters as specified in the Statement of Work and Technical
Requirements. They also must be inclusive of all costs for the Work specified in all
Contract Documents, including the proportional costs for overhead, profit, all applicable taxes, tariffs, insurance and other expenses of the Contractor, Subcontractors, and
Suppliers of all tiers.
Should any unit price be left blank, the Bid will be considered non-responsive unless the blank item can be calculated from the information available (i.e., unit price can be determined by dividing the total price by the estimated quantity).
Should any total price be left blank, the Bid may be considered non-responsive unless the blank item can be calculated from the information available (i.e., extended price can be determined by multiplying the unit price by the estimated quantity).
