About this file
This is a Task Order Procedure document issued by the Los Angeles County Metropolitan Transportation Authority (Metro) that establishes the standardized process for executing task orders under master service contracts. The procedure outlines the workflow for initiating and completing individual task orders, beginning with Metro's Project Manager providing a description of services needed and culminating in contractor submission of a detailed work plan within two working days of receiving a fully executed task order. Project delivery timelines are specified within individual task orders, and Metro retains the authority to issue or revise task orders at any time during contract performance, subject to contractor acceptance. The document includes a blank task order form template with fields for task order number, contract number, effective date, estimated completion date, and contractor identification.
Pricing for each task order is structured as a firm fixed price based on services and unit rates defined in the master contract, with contractors required to provide a detailed cost breakdown that includes labor rates, labor hours, materials, and other costs. The task order form contains a blank Not-to-Exceed (NTE) amount field and requires documentation of Small Business Enterprise (SBE) and Disabled Veteran Business Enterprise (DVBE) commitments expressed as a percentage. All task orders are subject to Metro audit upon completion of services, and payment is made according to the contract's payment provisions. The procedure requires contractor acknowledgment and acceptance of each task order through authorized signatures from both Metro management and the contractor.
