About this file
This document is an operational procedures attachment issued by the Los Angeles Metropolitan Transportation Authority (Metro) establishing rules and requirements for access to the Metro Orange Line Bus Rapid Transit (BRT) Alignment. The Orange Line Alignment Allocation Permit Request Form serves as the official mechanism for scheduling entry and exit to the alignment, and must be approved and filed at least twenty-four hours before any personnel access. Requestors must complete a two-page form containing project details, work descriptions, equipment specifications, insurance information, and supervisor contact details. An on-site supervisor must be present at all times during occupancy, and licensees are required to notify Bus Operations Control (BOC) two hours prior to scheduled entry, immediately before entering, and again upon exiting the alignment. The form submission deadline is flexible based on project duration; if work extends beyond one week, the request must be renewed weekly until project completion. Form submission does not guarantee approval.
The document establishes comprehensive operational and safety requirements for all personnel and equipment on the alignment, including mandatory identification, personal protective equipment, and reflective safety vests. All work must comply with Metro Orange Line Operating Rules and Procedures, with specific provisions for vehicle positioning, cone line placement minimum 100 feet behind obstructions, flag person requirements for obstructions exceeding 100 feet or in reduced visibility areas, and emergency lighting during darkness or inclement weather. Licensees are responsible for immediately reporting any injuries to Metro employees, service providers, or the public, as well as any property damage or accidents. Metro reserves the right to require licensees to reimburse all costs resulting from alignment work, and disputes must be mediated through BOC. Inquiries should be directed to the Assistant Manager at 213-922-4634, with emergency contact available at 213-922-4644.
