About this opportunity

Sandy City Public Utilities Department is soliciting proposals from two or more professional consulting engineering firms for general water and storm water engineering services for 2027 and 2028 under solicitation GJ27-127, with submissions due November 23, 2026 at 3:00 p.m. MT and questions due November 20, 2026 at 3:00 p.m. MT. No set-aside or eligibility restriction applies. Local Utah office strength is one of several evaluation factors, not a qualifying requirement. The city is issuing the solicitation directly, and the Utah Division of Purchasing is neither the issuing nor the conducting unit.

Scope covers hydraulic analysis, hydrogeology analysis, asset management, water and storm drain design and specifications, peer review, construction project management and inspection, water rights evaluation, environmental assessments, water source development, and floodplain management. Three project examples define the expected work: well evaluation and rehabilitation, waterline replacement, and storm drain replacement. Total engineering fees must not exceed $150,000, and the contract is a two-year term covering 2027 and 2028.

Proposals must exclude pricing. Each firm must provide qualifications and hourly fee schedules for general principal, project manager, project engineer, designer/CAD technician, GPS survey crew, and clerical staff. Firms must acknowledge the provided Professional Services Agreement, with any exceptions submitted in a separate document. Submissions are made through Sandy City's IonWave portal, with a 1GB limit per file.

Evaluation totals 100 points: firm experience across water and storm water disciplines (50 points), hourly fee schedules (25 points), five references from the past five years (10 points), and local Utah office strength (5 points). Sandy City reserves the right to negotiate with top-ranked firms, waive minor defects, request additional information, and reject any or all proposals. Award notices will not be posted on the portal; firms must contact the designated office in the solicitation document. Proposal development costs are borne by consultants, and all submissions become City property.
