About this opportunity

The Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services division is requesting bids on scheduled generator testing and as-needed repair and maintenance services for Lubbock State Supported Living Center, with bids due July 7, 2026 at 10:30 AM Central Time. An optional on-site visit is scheduled for June 23, 2026 at 10:00 AM, and questions are due June 25, 2026 at 10:30 AM.

Bidders must meet minimum qualifications of five years of relevant experience in emergency generator maintenance and repair, with assigned personnel holding at least three years of relevant experience and proper training credentials. Responses must include three verifiable references for similar contracts completed within the past three years. Required insurance includes workers' compensation, commercial general liability ($1,000,000 per occurrence), commercial automobile liability, professional liability, and umbrella liability ($1,000,000), with HHSC and the Department of State Health Services listed as additional insureds.

The scope covers scheduled quarterly and annual testing plus as-needed repairs for thirteen generators ranging from 30 kilowatts to 100 kilowatts, including Generac, Onan, and Cummins brands, at the facility located at 3401 North University Avenue, Lubbock, Texas. Services are performed Monday through Friday, 8:00 AM to 5:00 PM Central Time, with a four-hour response requirement for service calls and one-hour response for emergency calls. The contractor must furnish all labor, tools, transportation, equipment, materials, and supplies; assume responsibility for supervision and cleanup; and comply with federal, state, and local codes and manufacturer specifications.

The initial contract term runs September 1, 2026 through August 31, 2027, with options for up to three one-year renewals through August 31, 2030, plus a potential one-year extension at HHSC's sole discretion. Pricing must be firm and fixed for the contract life on the provided Pricing Sheet (Exhibit C). The historical annual spend for similar services is $50,000, provided as a guideline only and not as a guarantee of actual volume. Price adjustments are permitted only at HHSC's discretion, correlated to Consumer Price Index increases published by the Bureau of Labor Statistics or Federal Minimum Wage increases, subject to proper formula calculation and supporting documentation. Bidders may submit sealed bids in person at 1100 W. 49th Street, Austin, Texas, or through the HHS Online Bid Room platform. This is a requirements contract with no guaranteed work volume.
