About this opportunity

The Florida Department of Revenue (FDOR) is seeking a contractor to develop, implement, host, and maintain an eServices system for users to file and pay multiple taxes and fees, perform account updates, and provide a secure data exchange channel. The successful vendor will be required to ensure all core services and functionalities identified in the Invitation to Negotiate (ITN) are fully integrated and operational by a negotiated date. The ITN outlines detailed requirements for the system, including the ability to handle high volumes, provide translation services, and enable single sign-on. The procurement process involves scoring technical, functional, and security requirements, as well as cost proposals, with FDOR intending to negotiate with one or more responsive vendors. The contract will be a fixed-price agreement, with potential cost reimbursement if in the state's best interest, and financial consequences for failure to meet certain performance measures.

The ITN is open to all qualified vendors, including FDOR's current eServices contractor, who are eligible to bid. No set-aside designations or restrictions on the types of organizations that can respond are mentioned. The ITN does not specify an award value or budget range, but indicates the contract will have a 5-year base term with renewal options. The successful vendor will be required to integrate with FDOR's existing infrastructure and technology, as the new eServices system will replace the agency's expiring contract.
