About this file
This document is the Questions and Answers from Round 2 for ITN #22/2333, an Invitation to Negotiate (ITN) issued by the Florida Department of Revenue (FDOR) for the General Tax Administration eServices System. The ITN is seeking a contractor with experience in developing, implementing, hosting, and maintaining an eServices system for users to file and pay multiple taxes and fees, perform account updates, and provide a secure data exchange channel. The ITN specifies requirements for the system, including legislative and operational updates within 30 business days, as well as service level agreements and penalties for processing responsibilities and performance. The procurement schedule indicates the proposal submission deadline, with no extension granted despite the complexity of the requirements.
The ITN allows for a Software as a Service (SaaS) solution, and provides guidance on the technical proposal submission, including the organization of the response into lettered tabs. The cost proposal is to be submitted as separate Excel files for the different cost components. While the ITN includes two "Scope of Services" sections, the vendor is instructed to address the requirements in Section 6.2. The FDOR intends to award a contract for the General Tax Administration eServices System, which supports multiple jurisdictions within the state of Florida.

In section 6.4.8 pg. 51, the ITN lists multiple SLAs and penalties for processing responsibilities and performance. The section of the ITN related to legislative or operational changes is intended to communicate to a potential vendor that there are unknown and unanticipated legislative changes that must be performed within thirty (30) days. There are currently no financial consequences associated with this work, however the Department reserves the right to negotiate financial consequences for failure to conduct these changes within an agreed upon timeframe.
Section 6.4.8 lists financial consequences associated with daily processing deficiencies.
