About this opportunity
El Paso Independent School District (EPISD) is requesting competitive sealed proposals from qualified general contractors to provide construction, renovation, repair, maintenance, and related services at various district facilities, with proposals due August 26, 2026 at 2:00 p.m. (MT). A non-mandatory pre-proposal informational conference was held August 7, 2026; written questions are due August 14, 2026 at 2:00 p.m. (MT), with answers provided by August 18, 2026.
The scope encompasses coordination and management of multiple construction trades and disciplines for building renovations, site improvements, infrastructure repairs, interior and exterior upgrades, and associated construction activities to maintain safe, functional, and code-compliant facilities across the district. Bidders must submit hourly rates for eleven labor categories: Project Manager, General Superintendent, Site Superintendent, Project Engineer, Foreman, Skilled Laborer, Equipment Operator, Carpenter, Electrician, Plumber, and Safety Coordinator.
The initial contract term is one year from award completion, with the District holding options to extend for up to four additional years contingent upon satisfactory performance. Evaluation and interviews are scheduled for August, with contract award anticipated in September or October 2026.
Evaluation uses a 100-point scale: purchase price (30 points), reputation (10 points), quality (20 points), meeting district needs (20 points), past district relationship (5 points), and long-term costs (15 points). Proposals must score at least 70 points for award consideration. The District reserves the right to award to multiple vendors, negotiate final terms with short-listed finalists, and request best and final offers.
Bidders must comply with EDGAR requirements for federal funds, Form 1295 disclosure of interested parties (unless publicly traded), criminal background checks, insurance requirements, and Texas Government Code certifications regarding conflicts of interest, diversity equity and inclusion restrictions, and prohibitions on boycotts and contracts with foreign entities. Prospective contractors must register on the District's Ionwave e-bid platform and provide financial statements, three school-district references, proof of insurance, W-9 forms, and pre-service affidavits.
