The procurement does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises based on the provided documentation. Bidders are subject to strict communication guidelines, with prohibited direct communication with state employees from the Invitation to Bid issuance date until a bidder is selected, except during the mandatory pre-bid conference. The project documentation does not specify a precise budget range or award value, though the extensive mechanical upgrade suggests a significant capital investment.
