About this opportunity
The State of Colorado, on behalf of History Colorado (GLRR) in Denver County and Denver City, is soliciting competitive sealed bids for the GCAA, FCIL, Lebanon Mine Safety & Egress project under contract number 2015-109M14. This is a rebid opportunity for mine stabilization and egress improvement work at the Lebanon Mine's Everett Tunnel. The project scope encompasses two primary components: Phase 1 (base bid) involves opening the Everett Tunnel to its full length of approximately 768 feet from portal to establish pedestrian access, including supporting ground above and around a documented cave-in located 205 feet from the tunnel portal, excavating rock and rubble from the collapse area, surveying and mapping tunnel geology, installing permanent lighting to the tunnel's end, and providing quality control inspection services. Phase 2 (Add/Alternate component) involves construction of a proposed pedestrian cross passageway tunnel measuring 8 feet by 8 feet for 250 linear feet, which includes excavation, installation of steel sets, rock bolts, welded wire fabric, mine straps, split sets, shotcrete application, and permanent lighting. The bid sheet establishes multiple unit price line items with quantities subject to variation of plus or minus 50 percent for certain materials including steel sets, spiles, grout holes, cement and chemical grout, wood lagging, wood cladding, and rubble excavation. Only contractors who participated in the mandatory walk-through held on December 10, 2015, are eligible to submit proposals. Bid opening was scheduled for February 16, 2016, at 2:00 P.M. at the History Colorado Center, with construction tentatively scheduled to begin in March 2016 and conclude by April 30, 2016. Bidders were required to submit questions or requests for clarification prior to the bid deadline of February 18, 2016, with responses provided addressing project scope, bonding requirements, and environmental permitting obligations.
The solicitation requires all bidders to submit a bid bond equal to five percent of the total bid price, with Performance Bond and Labor and Material Bond required upon contract award; the Labor and Material Bond includes interest accruing at eight percent per annum. Performance and payment bonding obligations apply only to Phase 1 work, with Phase 2 contingent on Phase 1 bids coming under the total project budget amount and Phase 2 funding availability. Contractors are not responsible for treatment or permitting of ongoing natural mine water discharge occurring after collapse pile removal, and evaporation of mine water is explicitly prohibited as a discharge method; contractors must comply only with standard construction site discharge permitting requirements during active construction phases. All surety bonds must be executed by corporations authorized to conduct business in Colorado and accompanied by properly executed powers of attorney effectively dated at the time of submission. Mobilization costs for both the base bid and Add/Alternate components must not exceed 7.5 percent of the respective total bid price for each component. The project was rebid due to initial bids exceeding available funds; specific budget figures and award values are not disclosed in the available documentation, though award will be contingent upon Phase 1 bids remaining within the total project budget envelope. Bidders must comply with all stamped engineering drawings, particularly the revised drawings on sheet TN-2 dated February 1, 2016, and reference the project schedule sheet (SCH 1) and general layout sheet (CDOT 1) for additional technical specifications and requirements.
