About this opportunity

The Washington State Department of Archaeology & Historic Preservation is requesting proposals to develop a model local government ordinance for protecting archaeological and cultural resources, with proposals due June 30, 2026 at 11:59 p.m. PST and a pre-proposal conference scheduled for June 24, 2026 at 10:30 a.m. PST (virtual).

The scope requires the contractor to review existing city and county cultural resource ordinances across Franklin, Grant, Grays Harbor, Chelan, and Yakima counties; prepare a summary of jurisdictions with ordinances and data-sharing agreements; develop a draft model ordinance incorporating best practices and stakeholder feedback; and submit a final report to the legislature by June 1, 2027. Consultation with federally recognized tribes is mandatory. Stakeholder engagement must include the Washington State Association of Counties, Association of Washington Cities, Governor's Office of Indian Affairs, Department of Commerce, Department of Ecology, Washington Building Industry Association, Forterra, and Association of Washington Business. The model ordinance must establish minimum standards for protecting cultural resources during development.

The maximum contract compensation is $155,000. Billing is limited to 70 hours per month at $175 per hour (maximum $12,250 per month). Travel expenses are reimbursable separately with supporting receipts and must comply with Washington State Office of Financial Management guidelines. Funding is contingent upon fiscal year 2027 state general fund appropriation via legislative budget proviso. The performance period runs July 13, 2026 through May 18, 2027. Monthly progress reports are required beginning August 1, 2026.

No set-asides for minority and women-owned business enterprises are required, though such participation is encouraged. The Department reserves the right to reject any and all proposals and to withhold payment if performance fails to meet established requirements and quality standards.
