About this opportunity

The Texas Health and Human Services Commission, Procurement and Contracting Services is requesting bids for food service groceries to supply Mexia State Supported Living Center for fiscal year 2027 under IFB HHS0017799, with bids due August 25, 2026 at 10:30 a.m. Central Time and questions due August 11, 2026.

The scope covers food service items spanning NIGP commodity codes 375, 385, 390, 393, 640, and 645, including prepared eggs, frozen vegetables, dairy products, proteins, prepared entrees, beverages, condiments, and disposable serviceware. Bidders must submit firm, fixed unit pricing on Exhibit C (Pricing Sheet) across three tabs: Canteen, Frozen, and Food Service items. No substitutions are permitted; manufacturers and pack sizes must match exactly as specified. Bidders must quote at least 90 percent of line items listed on the pricing sheet or face disqualification. All products must be new and free from rework, previous refusal, or second-quality items. All parts and materials must be guaranteed for a minimum of ninety days or in accordance with the manufacturer's warranty if greater than ninety days.

The historical monetary value for similar goods in FY25 was $158,000, provided as a guideline only and not representing guaranteed volume. The contract term runs September 1, 2026 through August 31, 2027, with an option for one additional year at HHSC's sole discretion. Delivery must occur between 7:00 a.m. and 2:00 p.m. on specified dates, excluding the 11:00 a.m. to noon window; the contractor bears all additional charges including overtime, freezing, restacking, and unloading. Late deliveries may result in HHSC procuring items on an emergency basis and charging price differentials to the contractor. Responses will be evaluated on specification and delivery compliance alongside pricing, with award based on best value to the State of Texas. Both HHSC and the Department of State Health Services are entitled to use any resulting contract. Bidders must submit Exhibit A (HHS Solicitation Affirmations, Pages 1–14) and the completed Exhibit C Pricing Sheet; failure to submit either document results in disqualification. Bids may be submitted in-person at 1100 W. 49th Street, Austin, Texas or through the optional HHS Online Bid Room.
