About this opportunity

Alpine School District in Utah is seeking bids for a Firewall Equipment procurement through an Invitation for Bid (IFB) under the E-Rate program for fiscal year 2026. The specific procurement involves two Palo Alto Networks PA-5420 firewalls with redundant AC power supplies, accompanied by Standard Support and Core Security Subscription options. Vendors must submit bids for one-year, two-year, and three-year support and license subscription terms, with the district selecting only one option. Bidders are required to be E-Rate program participants with a valid SPIN number and must file a timely Service Provider Annual Certification (SPAC). The Core Security Subscription Bundle includes Advanced Threat Prevention, Advanced URL Filtering, Advanced Wildfire, DNS Security, and SD-WAN capabilities. The bid submission deadline is Wednesday, December 17, 2025, at 2:00 pm MST, with equipment to be ordered in April 2026 and support subscriptions to be ordered in March 2027. The district will award the contract to the lowest responsive and responsible bidder, reserving the right to determine product equivalence and compatibility.

There are no specific set-aside designations or restrictions on vendor types mentioned in the procurement documents. Vendors must comply with Utah state procurement regulations, including anti-boycott provisions and restrictions on forced labor products. The bid requires vendors to certify they are not debarred and have not offered gratuities to district employees. While no specific budget range is explicitly stated, the procurement involves firewall equipment and associated multi-year support subscriptions. The contract will be governed by Utah law, with jurisdiction restricted to Utah courts. Pricing information will be considered public information, and the district maintains a sales tax exemption. The successful vendor must be prepared to maintain records for six years post-contract termination and allow audit access by district, state, and federal auditors. The contract can be terminated with ten business days' notice for cause or sixty days' notice without cause, with the potential for cancellation if funding is not appropriated.
