About this opportunity
The Oregon Military Department is requesting bids on the FY26 Airfield Pavement Bundle at Portland Air National Guard Base under ITB, with bids due July 14, 2026 at 12:30 p.m. Pacific Time and a mandatory pre-bid conference on June 30, 2026 at 10:00 a.m. All bidders must hold valid Oregon Construction Contractors Board (CCB) licensure and be registered in OregonBuys; the mandatory pre-bid attendance requirement filters bid eligibility. Work is subject to Oregon prevailing wage rates and apprenticeship requirements under BOLI regulations for Multnomah County (Region Two), and all subcontractors must maintain CCB licensure.
The scope encompasses Priority 1 mill and overlay work on 26,000 square feet and Priority 2 mill and overlay work on 62,000 square feet, including crack sealing, patching and repair (asphalt removal to 6 inches and replacement to match existing thickness), 2-inch mill and overlay operations, and fog seal applications per FAA specification P-608. Crack preparation, cleaning, and sealing must use compressed air at minimum 100 CFM with sealants conforming to ASTM D6690 Type I or II; a test section of at least 200 feet must be constructed and approved before full-scale operations. All work occurs in a restricted area requiring government escort and FOD training, coordination through the 142nd Security Forces Squadron Resource Protection Office, project schedules submitted 72 hours prior to work, sanitary facilities and water provided by the contractor, and debris disposal off-base with waste tickets submitted to PANG Environmental.
Bid security of 10 percent of the total bid amount is required. Performance and payment bonds, each in 100 percent of the awarded contract amount, must be furnished. Project start is 30 calendar days from Notice to Proceed, with substantial completion within 300 calendar days and final completion within 330 calendar days. Award goes to the lowest responsive base bid; no liquidated damages apply. The contract estimate for bonding is $50,000 to $100,000, with federal funding involved. Requests for clarification, brand approval, or changes are due July 6, 2026 at 1:00 p.m. Pacific Time.
